The Lord of the Rings Online team took to the airwaves to discuss the new way that legendary weapons will be imbued and announced that most of the current legendaries will be grandfathered into the new system. According to the team, legendaries will grow with players.

with cash shop stone or item ? each 5 level you will need to grind with a 0000.000% chance to drop the next item you need or buy it from the cash shop?

They probably should have stuck to their guns, held off for more development, and made the legendary system closer to the actual system it was intended to be as opposed to this "find hundreds of "legendary" items and break them down.
I hate the legendary system. I hated it when it debuted and I hated the first overhaul. And now we have a second.

well, I take that back, I suppose one could look at it as Saruman/Sauron and free peoples. But I'm of the camp of "don't wreck the lord of the rings story/world for cheap experiences.

Now Lotro is offcially pay to win game.
I thought some "wise" developers were unwise enough to tax general chats ("you are f2p? No general chat then!"). Turbine made it deeper.
Legendary weapon would have some 40 levels after you "imbue".
25 levels are free. 15 levels - paid for thousands of mithril coins.
So far every single game I have heared of was not taxing levels, be it combat, crafting, legendary or anything else. Lotro has made first step towards pay to win model: first, but not last.
LI system needed re-thinking, but developers made it pay-to-win way. Instead of asking experienced players what can be done, they simply taxed it. It's not overhaul, it's taxing.
Whart's next stop, Turbine? Taxing combat level? Number of weapons I carry? Crafted items?

A few corrections to the thread as well, it's on Bullroarer since a while, and actually this current news is about the first overhaul according to the responses - most of them an uproar. Hopefully it will be tweaked a bit more... Don't get me wrong, I don't defend the system, I wrote way too many times that the LI grind is the only thing I loathe in LotRO, even the skirms are more bearable, especially with a beorning
I believe LI was a nice idea at launch. Some alternate advancement, with theory crafting and an open way for building is always a good thing. Then with Mirkwood, and even more so after f2p and later RoI it turned into a massive treadmill, and mostly a pointless one, with the constant level cap raise. Personally I wouldn't touch it right now with a 10 foot pole. *edit
I think this change is like the LI launch over again, just without the short-termed good period. Imbue is a good idea for the current issues. And... pretty much that's it. Everything else in the implementation screams "horrid grind on steroids - but now with a cash shop too".
So, a cookie and a bonus point for the effort of finally acknowledging the LI issues, and coming up with a decent solution. But truckload of minus points for everything else so far. Maybe there will be more changes.
Also it worths to mention, the other parts of U16 (like Osgiliath for example) seems cool.
*edit: not touching the LI system I mean, not the game, of course. The game is still among my favourites, obviously

Was about to say. And they were bad even for the time of release, immagine now. I love LOTR lore, but animations, physics, ... are so literaly disgusting, ... that despited tried few times over past years, I'm unable to play for more then hour or few before leaving for year or so. Even with models I do not have problem, environment, ... all but animations and virtually non existent physic laws. C'mon, you CAN NOT jump while running, turn 180 degrees in air and land even BEFORE jump starting point! Among other problems of course.
I get so tired of this nonsense. There is NOTHING wrong with the animations. No different than any other MMO. Whining about your perceived issue won't get anything changed either.
Actually those two are fine, they need to overhaul the 2004 leveling system that only the most basic indie game developers use in modern times. If I wanted to spend years playing an MMO on one toon trying to reach max level I'd play STO!
Maybe not the best examples even if you ignore the Gift of Valar (insta-lvl50) the route to lvl100 takes maybe a few months, with an average playtime (could be 1 month for no-lifers or 6 months for a really casual player). Definitely not years...
STO is an even worse example, the leveling there is 1-2 months, tops. Heck, I went to VA with one of my captains just by some daily DOff-ing back in the days, and it only took about 2 months... with questing through the seasons I think it won't take more than that even if you're hopping around the Galaxy on one leg
