  You should be able to because your buying the all in one which has ARR and Heavensward.  However I do not know for sure.  The Only people I know have to wait for June is the Mac users.

  Yes. When you purchase the core game, A Realm Reborn and Heavensward, you get 100% full access to A Realm Reborn.

  Pre-order will not give you full access until it actually comes out. You won't get a registry key before then. But when it does release, you'll be good.
