Are other heroes only available to unlock by cash shop or are there ways in game to get others unlocked past lvl 10?
Out of every 100 men, 10 should not be there,
80 are nothing but targets, 9 are the real fighters.

Heroes can be acquired by collecting Eternity Splinters and buying the hero from the in-game vendor. They are also very rare in-game loot drops or from the RNG lock box loot.

BTW, splinters are easy to get. Right now (because still in Age of Ultron "promotion"), you can get 5 each day just by logging in. Also there are packs of splinters as login reward every so many days.
While I have bought a few heroes ... most of my heroes (more than 10 now) are from splinters.
They also have random promotions throughout the year that give random hero boxes. I have twelve heroes unlocked, two through hero boxes and the rest through eternity splinters.
