well as mentioned already there is already Fallen Earth, which is bad executed... And the worst part is that Bethesda/Zenimax with their ElderScroll release proves that they weren't able to create something better. So far studios who make great RPG have serious issues to turn them into mmoRPG (see also Bioware..). I think it might be cause of their mindset, stricted to linear paths and the development around a single character. On the contrary MMO.RPG devs are (or at least were) working around group of characters and creating platforms and not linear or multinear paths. Sadly WoW changed this trend and added this solo centric development and restrictions on progress (thats why ihate WoW).
Back to Fallout, i have never played any game of these, but watched tons of videos, there is a playlist at youtube which shows the lore of Fallout3 and trust me there are many videos, it was funny/relaxing to watch them. I believe it can become an MMORPG but not low budget like Fallen Earth and not bad development like Elder Scrolls.
Also there is another big issue, the world of Fallout is a post apocalyptic world where everything is miserable and dark, how much would someone stand this? While i was playing Aion online on Asmodeus side, i got tired from all this darkness theme all the time.. To set up an MMORPG where you expect players to spend time, their free time, you dont want variety on races and skills but also on landscapes..
I want one because just like Elder Scrolls I don't like the Single Player games due to lack of people. Massive worlds need more people otherwise I feel quite alone and it take a lot away from immersion and wanting to log in and play.
For example, Witcher 3 is a great game, yet I find myself logging into MMOs everyday more than Witcher 3 due to the lack of people. Had the same issue with Skyrim, excellent game but I'm so MMORPG oriented I have a hard time staying in single player games long enough to make them worth while.
Also, as long as Zenimax isn't the ones to develop a Fallout MMO then we should be good, for those complaining about the current version of Elder Scrolls that is.

Please...please..please no. Single player Fallout is the best. It should never be an MMO. People ruin your experience of the game. The only game I enjoyed with other people was Diablo 2 on LAN. I picked my friends and we had a blast. Any other MMO with strangers who don't care if I help them or not. So much lack of respect. Again, please no MMO. Ruins so many stories.

That would be one of my preferred multiplayer settings. With a private, invite only option players could share their game worlds with each other and maybe even help each other with quests or really tough mobs. Another multiplayer option I think would work is separating the single player and the multiplayer for any sort of public game play, and possibly even the private, invite only game play. Dragon Age and GTA had the right idea there.
I just think that going full tilt with the MMO option would have to leave behind the "feel" of Fallout. You could do a Fallout MMO, and could even do a good Fallout MMO, but it wouldn't feel like Fallout.
There's a time where I was playing Oblivion and said: "The perfect MMO would be this + an MMO." Oh LORD, how dumb, naive and ignorant I was in my youth... never again will I wish for something like that, given how terrible TESO was. I didn't even make it to level 3 before quitting my free beta trial in disgust.
We already have World of Warcraft. We didn't need World of Scrollcraft. We sure as heck don't need World of Fallcraft.

What difference does it make if I tried the game lately or not? The game was terrible on launch and I know for a fact it hasn't changed enough for me to do a complete 180 on that view. I'm sure it's better than it was at launch - but that's a very low bar to set. A little polish and a gimmick justice system ain't going to fix that.

It's not a different genre - I have no idea the point you're trying to make... but hey, if they go through with some absurd idea like a Fallout MMO and - 6 months in - I see nothing but rave reviews and steady growth, I'll be happy to admit I was wrong and climb aboard.

I think everyone is burnt out on MMOs.... Its a Hell no for me.
Now fallout with Multiplayer or co-op gameplay would be cool. Kinda like Destiny / Boarderlands type of leveling - multiplayer setup. MMOs just are horrible these days, they are shells of games with crappy quest hubs that are just horrid. MMOs should be worlds you live in not stripped down games with instances, and the random group here and there. Someone needs to come up with something drastically different than the current crap the gaming companies are churning out and calling MMOs. Just my 2 cents.

Please no. Modded Skyrim is an All Time Great game, vanilla Skyrim is very solid. But ESO.....that is an awful MMO gaming experience.
