  You need to be the same faction.  So Redguard, Breton, Orc (Daggerfall) or High Elf, Bosmer, Khajiit, (Aldimeri Dominion) or Nord, Dark Elf, Argonian (Ebonheart Pact)

  thanks - so we are both the same faction and we are both in the same zone after tutorial standing in same place - but cant see each other ( can see other toons - are there different servers ??

  if you are in the same group, right click his name and click "travel to player" (or something similar to that, been a while)
