At no point has there been mentioned any player cap as well or how the online component will actually work.
Except for the developers calling it a "shared world experience" such as Neverwinter Online or Destiny, and not ONCE calling it an MMO.

I will not lie, I cannot find the link. I did read it. But I suppose until I find the link it is here-say. As of right now I can only find that there is literally 100% no evidence or suggestion that the game is an MMO, and the developer stated out loud on video that the game is a "shared world experience". If it was an MMO they wouldn't hesitate for a moment to suggest so.
