Second Wave of PC to Console Migration for PC owners?

I would like to play on both and keep my account linked, do you think we will see a second migration for pc to console linkage sometime soon for anyone wanting to be able to play on both pc and xb1?

Very unlikely that it will ever happen again. They advertised it everywhere and spammed everyone's emails about it well in advance, so if anyone missed the opportunity when it was available that's not ZOS' fault (like a lot of people claim it is). If anything, I'd expect ZOS to do an annual transfer event, but don't hold your breath.
THey could offer a second migration wave some day, but linking both accounts will most likely never happen.
Maybe if they hire some contractors from the FFXIV team to do it for them...
