Since there will be no new levels and no new tier of gear, how is my character going to be "rewarded" and "advanced"?
Can my character become more powerful in any meaningful sense? I really respect Areanet's desire not to make the end-game a grind, but the availability of power-ups makes me feel like I'm working towards something.
I know that are things called "Mastery"s and "Specializations" but it sounds like Mastery's just give access to content and Specializations give new optional weapons. Maybe that's inaccurate - I don't know.
Masteries that essentially do what you said; they unlock content via learning languages, learning how to fly (different levels of tiers such as basic flying, being able to use updrifts and so on), jumping high to get to different areas.
There are also Tyrian masteries that give you your own map tag (similar to commander), being able to craft legendary weapons, giving allies speed buffs in cities and so on and so forth.
Need 60 Hero points just to unlock your new specialization. There are something like 20 things to buy thereafter (not an accurate amount, just glanced at it and remember seeing quite a bit). From what I could tell, it just increases by 15 with each purchase from the last one.
In addition to the rewards completing missions give. Though the story is the main selling point for the game in a lot of ways. As is access to the new maps and getting access to specializations you wouldn't get otherwise.
These specializations just don't give you a new weapon. In a lot of ways, they fundamentally change your class. Such as a ranger becoming a full-time healer and giving you a celestial transformation. Berserkers (formally warrior) only needing to fill up one adrenaline bar for a level 3 burst (in addition to 50% reduced cooldown on abilities and 15% increased attack speed and a healing skill that heals you for 30% of your damage and 50% of your crits... in addition to granting you fury).
It also gives access to the third plate wearing class of the game.
Due to frequent travel in my youth, English isn't something I consider my primary language (and thus I obtained quirky ways of writing). German and French were always easier for me despite my family being U.S. citizens for over a century. Spanish I learned as a requirement in school, Japanese and Korean I acquired for my youthful desire of anime and gaming (and also work now). I only debate in English to help me work with it (and limit things). In addition, I'm not smart enough to remain fluent in everything and typically need exposure to get in the groove of things again if I haven't heard it in a while. If you understand Mandarin, I know a little, but it has actually been a challenge and could use some help.

Hero points are also used to do legendary weapons. But you should use all of it to get the elite specialization.
The story in HoT is much better.
Elite specialization gives a new weapon (with new skills), new elite, heal and utility skills and a new trait tree.
You have new gear stats (for condition duration and boon duration) - dunno if they drop in the old world or not.
