I'm not sure if level 9 is much of an example, but the only classes I've managed to kill anyone in RvR with are Skald and Savage. I fail with Valewalker, Eldritch, Bainshee, and Rune Master. I'm mediocre with Blademaster. I'm not sure what I'm doing wrong, but even with my Valewalker now being 22, I have a lot of trouble killing people in RvR by myself, and often die when grouped because I can't get away from someone before the rest of my party takes them down.
I fear I'm absolutely horrible at RvR if I can barely kill something. I know level 9 RvR might not be much of a show but a caster has his bolts, DDs, snares, etc as well as Quick Cast at 9... I was an amazing PvPer in WoW, but I seem to be doing horribly in DAoC and am not sure how to improve my skills exactly, considering I keep getting owned. It makes it hard to improve. Hehe.

First off all - DAoC PvP is probably a bit more advanced than in WoW - so being an "amazing" PvPer in WoW will not help you much
As for Valewalker:
This class has its weeknesses, but you really cant compare PvP on low levels with end game PvP. The best Scythe-styles are yet to come and they will really make a difference.
You are new to DAoC - which means that you still have a lot to learn about the abilities of your class and expecially about the abilities of enemy-classes. Knowing your character and what enemy chars are capabale of will help to choose your fights more wisely.
DAoC is not balanced on a 1on1 level - with so many classes and skills that is simply impossible. So dont expect to be able to win every fight - aint gonna happen.
Be aware that many people are using buffbots - even in low level bgs. No matter how good you play your toon - it is very unlikely that you will be able to win against someone with buffs (which is why many people have decided to play on the classic servers - no buffbots here, more or less).
If you really want a toon, that stands its ground against a broad range of enemies without needing a buffbot, you might want to play a vampire. I am not sure what your play-style is like, but vamp is perfect for both solo RvR and PvE. Most other classes - be it caster or tank - are heavily depending on group play (buffs, heal). I personally prefer group play because it is much more dynamic and exciting. But thats up to you, really.
If you decide to level-up a vamp, you should specialize in shadowmastery and Pierce (~equally) - endpsec would be something like 43 pierce ,39 shadowmastery, rest Vamp.-embrace.
And one last thing - equipment does matter a lot in daoc. A spellcrafted highquality armorset and a good weapon are usually necessary to stand your ground in PvP (not sure, but I guess that being on lvl 22 with your first toon means, that you are running around in npc-merchant armor - Aurulit at best).
additional hitpoints, stats and resists -> you will deal more damage, hit more often, be able to take more damage...
That is especially important for a valewalker - after all you are just wearing robes, not plate armor (although you will get an absorb spell on higher levels, which will significantly reduce melee damage from enemies)
