I use to play EVE but I finally got to the point of stopping because of this. The policies that were put forth encouraged it. Now I am reading about the Bounty Hunter Class and seems to be plenty of discussion about it. I dont want to see this in the game my reason are simple if you want to PVP then go to the Arena or challenge someone to fight but not being able to just come in and destroy another players because you can. Star Citizen as I have read is a persistent world or did I miss read it so no zones for pvp unless its in the arena. I realize its still in development and I want to be involved but at this point in time I much rather save my coins until they decide what they want to do about implementing it into their world Pirates another term for Griefers i dont know ??

1) PvP versus PvE slider (and its effect on forced PvP)
2) Heavily policed inner systems with "no-fire " zones versus lawless outer pirate systems.
Furthermore, the proper use of stealth plus EW plus Sensors and/or speed will be important options for those who want to void PvP.

In the current Alpha 2.0 and 2.1 no police ships are active yet.

If you are solely talking about the security aspects of it I'm sure it is just not implemented yet because the game is in test stage.
I imagine the final version of SC will be a watered-down version of EVE in a sense.
Much safer "safe zone" than EVE, but an equally lawless "badlands" outside the safe zone.
