No question that it's click-bait title but it's also an issue that Bethesda is including in the Fallout 4 1.3 update that is now in beta on Steam. In addition, the patch addresses performance issues and improvement to happiness calculators in settlements.

Nothing like grave robber perks or similar.
No faction system (beyond that one choice you make in game where you pick one faction and the others hate you)
Basically this is all bug fixes nothing that exciting and no QoL stuff, I guess that's the modding communities job.

The first DLC for FO4 should be very telling. If it doesn't include at least some of the things you listed. (Some of which I think should be added asap) It will really prove that they are leaving it up to modders.
