Maybe there's a clever game mechanics answer to this that doesn't require a patchwork of arbitrary non-immersive rules, here's to hoping that Soulbound Studios has got it all figured out.
Or maybe these concerns are the wrong way to look at our story because in the end, isn't the King/Queen the biggest troll of them all?

“What happens when an enthusiastic server wide effort kills all the servers npc's?” Are you accounting for that? Caspian: Yeah, that would be an interesting story, and I look forward to seeing what happens when that occurs. We have a lot of questions like that, that come up and so there’s two ways I like to answer that. Number 1 is obviously we have the ability to server-wide things like that, the dev’s are not going to launch the servers and take a 10-year vacation. We’re going to monitor the realms and recognise these threats. We’ll have telemetry in place as to whether or not we’re noticing things like an abnormally large number of NPCs suddenly getting killed, we’ll have alerts on things like that. If we feel it’s necessary to do something about that we certainly can… BUT… we kinda still wanna leave these in the hands of the players to self-regulate. So ideally if you come into a town and start killing off the bakers and the cooks and the blacksmiths, people are going to be like “What the heck man, that’s my town and I don’t want you to do that” so they’re going to defend against you. If for some reason the entire town says “hey let’s have a kill NPC day, yeah our characters might die cause we starve to death it’ll be a fun social experiment. Well… let’s see what happens, let’s see where the experiment goes. I’m not opposed to let players shoot themselves in the foot with the understanding that they kind of signed up for that. So we’ll see. I think the first time it happens and players do something that’s really bad like that then we’ll have to make a decision on how bad we let it get before we intervene, or whether or not we just let it turn into the apocalypse. That server might be a wasteland now, it’s a world without NPCs there’s no reproduction and they’re slowly dwindling down, we’ll see… it’ll make for an interesting server.

Jeromy doesn't give any answers. Every Dev Journal has been like this one here. Nothing actually stated just a bunch of "wouldn't it be cool if" statements.
Here's a pro tip, don't imply that the answer is out there, prove it by quoting it.

Well let's give them a chance to enlighten us on this aspect of the game,i am not a fan of all out pvp either not in the least.We do need to realize that they are trying to give us a game that is very much realistic/plausible so some danger would of course make sense.However if a game is turned into nothing more than as mentioned a gankfest ,sort of a GOON squad from Eve idea,then it will be a big no way can do.
Just as in real life,we like to live in peace,not be bothered by other people but at the same time, we do have locks on our doors,our cars and are always aware that something bad could happen at any time.So i think we have to trust the developer since they are aiming for plausible realism they are going to get it right.
Never forget 3 mile Island and never trust a government official or company spokesman.
