In game mail. I took a look at Pantheon's FAQ and didn't see any reference to whether this is an intended feature?
Maybe they won't have it, because it sort of defeats the effort to have economies be localized. It's also a gold sellers' dream feature.
Or maybe they will, as it'something to which people have become accustomed (not that that's a driving consideration in this game - more the opposite).
One way or the other, I think it's a pretty big deal. Primarily because without it you will be coming back to town a lot more frequently (which impacts many other things).

Whether you can attach items to mails is a different thing.
In-game mail is so standard now, it is expected. The bigger question is what capabilities will in-game mail have.
Packages? If Pantheon is avoiding auction houses, and trying to make folks gather together physically to create trade markets, then they cannot implement this. People would just mail equipment and gold around to each other instead of meeting up.
CoD? A subset of packages. Implementing sending packages with a cash-on-delivery charge would make even more people use that for trading (especially assuming no auction houses), as it eliminates the possibility of sending the item and not actually getting payment in return.
Mass Mailings? If you allow mail, there is little drawback to allowing mass mailings. It makes it easier to disseminate information in-game. With mass mailings, it would be nice to have at least personal mailing lists, so a cross-guild raid group or even just a group of non-guilded friends can send out information to each other more easily when some are off-line.
Need Mailbox, or Insta-Delivery? For "pure" mail (i.e., just text messaging), there is no practical need to require a trip to a mailbox to create or read mail. If packages are allowed, you probably want to force a trip to a mailbox, else someone will mail Vendor Trash to an alt to empty their bags. That would also allow people with two accounts to swap out gear sets while "on the road' by keeping alternate gear on a mule on the second account and mailing it back and forth. The latter could be partially mitigated by requiring a delivery delay for items.
