Blizzard actually considered to make D3 this way. But didnt because Blizz are afraid to do anything original ever. And their games are only clones (of their own games or someone elses) and god forbid they make new game mechanic.
Hellgate London, that actually should have been 3D Diablo , and was made by guys that worked on Diablo, failed. But not because of gameplay - that was actually the good part.
The makers of Dead island are actually making game like this , but its very long time in development and scrapped few times allready

From released games I would definetly try Dragon's Dogma , Dark Souls.
But it really didn't feel like "diablo-esque combat", because that feel is largely driven by the camera perspective (you can see the flank incoming, and react accordingly.)
The other main part of the feel comes from the item drops, and Borderlands is a good suggestion (though personally even though I love FPSes and RPGs, I find they're very strongly in conflict. When I played Borderlands (and to a lesser degree Fallout 4) I felt like I was just pouring bullets into mobs while others died almost instantly, and it felt jarring enough that I couldn't bring myself to stick with it (even though Borderlands oozes style, has solid humor, and was a pretty interesting world/story.)
Mass Effect seems to be least affected by the awkwardness of pairing RPG with FPS elements, as I enjoyed the combat a lot in all three games. Never dug into why that was -- presumably it was that my guns always felt reasonably lethal?
But in terms of Diablo-esque, so much of the gameplay is driven by the perspective itself. You can get the other things (lots of randomized loot, randomized mobs, hordes of easily-killed mobs) in an over-the-shoulder game and that sounds reasonably fun, but I'm not sure I'd consider it Diablo-esque.

Close. But unfortunately does not have random loot.
The loot only have random appearance but stats are not random. Every item of same level has exactly same stats

'This does not apply just to ED but SC or any other game. What they will get is Rebirth/X4, likely prettier but equally underwhelming and pointless.
It is incredibly difficult to design some meaningfull leg content that would fit a space ship game - simply because it is not a leg game.
It is just huge resource waste....'
