Cash shop and "costumes"

So I took a quick look at the cash shop in this game. I am interested to see where this game is heading in terms of p2w.
I noticed a section called "costumes" in cash shop. Why they call them costumes if they have stats on them.
In every other game it is called gear. Anyone care to explain it to me what am I missing?
