I am seeking clarification. When can someone kill you in PvP or when is PvP enabled in the game ? Is there some level in which you are absolutely safe from PvP ?

Level 30 is when PvP is enabled. So if you don't want to be ganked, stop at 29.
I've been over 30 for the whole week... and I haven't gotten into a single fight so far... Are you absolutely sure about that? For the NA version?

My understanding is that you have to be 45. I believe in order to reach 45 you have to do some sort of black spirit quest and if you don't do it you won't reach 45 but will be safe from pvp. But I got this from a forum and it was actually in reference to the Korean game though the level for pvp is 50 there, so take that with a grain of salt.
Once you are 45 you can be attacked. If you are on an alt but you have a level 45+ character, you can be attacked.

The confusion may be due to the fact that guild vs. guild works differently. If your guild is at war with another guild the members of the warring guilds can fight each other, and only each other, below level 45. Not 100% sure but I think you have to be at least level 30 for this type of PVP.

Also, it was believed that once one of your characters reached level 45+, that all your characters, regardless of level, could enter PvP or be killed. This is not true.

BDO has PvP enabled at 45 however the actual flagging is not enabled so you have to toggle the flag on and off. The problem is understanding the flow chart since the version floating around is NOT actually in game yet. Karma v2.0 is still in the development stages.
How it suppose to work.
If you have toggled the PvP on and are attacked then you will not lose experience if you die. If you attack someone who is not flagged you take a karma hit for the attack (current -3000). If you kill the player then you take a high karma penalty (current is -60000). If you die you will lose 1% experience and other things happen depending on where the karma is above or below zero. Below zero karma lose is 2% experience and increased durability loss and enchantment loss.
If you are attacked with the flag off and killed you will lose 1% experience, if you are above zero and below zero it is 2% Also, If you are below zero karma there is no penalty for the attacker even if you have the flag off.

There are several different regions running versions of the game, and not all regions are on the same patch level as the "master version" running in Korea. Seems not all regions have the exact same rule set either.
Wouldn't surprise me at all if this leads to some huge screw-up in future with the wrong version's patch being applied to some region, lol

Completely false if you are NOT flagged and get ganked you lose 1% XP.
If you are flagged for PvP and get killed by another player - no xp loss.
Man the amount of wrong info is crazy.
Yep the info seems to be wrong no doubt. I still have no concrete answer and not high enough to test it myself but according to the charts flagged to flagged should not lose anything. Only when hiding behind that flag will cause Karma system to say loser dies will take experience loss.
