Use the free donkey you get in Velia to get your riding skill up to 5. And I would say the sugar lumps are more than just optional... they help quite a bit. Also, carry 5-10 lassos with you because the first part of the taming minigame is easy to flub (similar to fishing but you get a vertical bar instead of horizontal and the "good" spot is smaller.)
So far I've tamed 4...got lucky with the first and got a Tier 2 mare. The other 3 have been Tier 1 males.

As said above... Training level 5 minimum, though 7 recommended to start catching wild horses. As for lassos and lumps of sugar, get around 5 lassos minimum and a multiple of 5 (or 6) in lumps of sugar to start taming.
Then taming itself... Have some distance between you and the horse you want and use the lasso and play the mini game. Starters are easy - press space when the bar hits the 'good' area. Next up taming the horse itself. Press space ONLY when it starts to stagger or be sure to loose is. When it's staggering bash space while the timer runs and keep yourself on the winning side. Between the space basing, walk toward the horse using WASD (W mostly )
When you're at the horse and you get the R to mount it, DON'T! Start feeding it the sugar you have (on the hotbar I hope ) and give it 5 or 6 of them. After the last sugar has been given, then mount the horse and go to a stable manager to register it.
Enjoy your new horse!
Side note, so far I've only seen tier 1 and tier 2 horses in the wild. My guess is that higher tier horses are only available through breeding and exchanging (I've had tier 3 horses using exchange). Advice on exchange to only use whored out female horses since they are more uncommon than males, they produce offspring and it'll cost you $6.40 to reset their breeding only once.
And I started taming when I had 5 training and it worked just fine getting T2 horses.

also on a note, I don't use sugarcubes at all or one if I feel like it, the trick is to wait a little while before you jump on the horse as you will be thrown off if you try it too early.

I am almost Professional 1 in taming, you don't need to feed it 5-6 sugar lumps, the most I ever feed a horse is 3, but most of the time I can get away with 1 or 2. I can tell when a horse is ready to be sat on (after taming a million of them lol), make sure it looks calm or it will kick you in the head (I think my character has brain damage after all the time she has been kicked in the head). It gets easier as you tame more.
And as the poster said above me, so far I have only found tier 1 and 2 horses in the wild, but have bred many tier 3's and a tier 4. It is a fun distraction from just grinding away to 50
As a side note, it can be quite profitable to sell the horses you catch on the market. I usually delete the tier 1 males I catch because they are in an abundance. But the females any tier, and the male t2 horses sell pretty quick!
I think we're in the same guild Kyarra (Unite). Saw you top trainer this morning and if it's really as easy as you say without sugar I'll be taming horses each and every morning the first thing when I start playing
