About battlegrounds I am personally against it, as you said yourself, it will draw players away from cyrodiil which I don't think will strengthen the pvp there.
I never understood this logic. If battlegrounds draw players away from Cyrodiil, is because players like battlegrounds more!! So make them.
Even if there is an issue with whether ppl would like BGs, perhaps a compromise by adding arenas, or guild vs guild battles, could work. I used to love the old GW1 guild vs guild battles, this would be fun, and I don't think it would cause everyone to leave Cyrodiil. Also, I think it would make being in a guild more inviting, and make guilds more meaningful.
towns in cyro could be an idea in my opinion, bg's is an option but what i am really hoping for soon is small 5v5 arena and at the very least a dueling option. i dont know anything about coding but how hard is it to add a dueling option, the game has been out for 2 years and there still is not one. i know they have some guilds who duel but wouldn't it make sense to give the pvp crowd what they want. it seems so basic for a AAA mmo. i wish ESO would pay attention to their pvp crowd and get a bit more creative.

How about instead of taking resources to develope another instancing layer, for a feature that already has a crappy existence in every other themepark game, we hope for them to use those resources to update and modify cyrodiil til it is something more people find enjoyable? Rather than hype it pre-release and abandon it a year later, which seems to be their current stance.

Huge population lol, it is nothing like what is used to be. You are in denial if you think this is one of the best MMOs out there, I got max lvl in a week with a friend, quit after a month, Black Desert is much better for an MMO, Skyrim is much better for an Elder Scrolls game.
Please, no battlegrounds. It is a bane of MMO PVP. It is an equivalent of instances and zones instead of one big world. PVP like that belongs to MOBA ans should stay there. In MMO it is wrong and should be forgotten.
Other then that your suggestions sounds good. What ever bring more people to Cyrodil is generally ok, with the exception of PvE limited players as they would only bring complains and whines.

You don't get it? Did you stop reading directly after the first sentence? The op stated clearly why they don't want battlegrounds. Because it's just another form of instancing to segregate players, and tuck them away into their own little personal zones. Some of us enjoy mmo's for the massively multiplayer aspects more so than playing a single player lobby game with global chat.
So don't put it in for fear that too many people will like it. Yea you are making more sense now. The picture suits you. I don't feel like explaining what the megaserver is.
AvAvA can encompass so much more than just an almost singular focus on direct player versus player combat. Player verse player combat is enjoyable, and should be at the heart of alliance wars, but variety is the spice of life. It doesn't matter how enjoyable one aspect of a game's play is, if that is the only aspect it will become boring. Additionally; sometimes there is no enemy to face, or sometimes we want to provide more help to our alliance behind the battle-lines, or help our alliance solidify what it has and help strengthen it. Other than PvP right now, there is next to nothing meaningful and substantial to do in AvA to help our alliance.
You have some good points in your post about ideas that could/might work for Cyrodiil, but the big pink elephant in the room still needs to be addressed..... and that is performance! All the ideas in the world will not bring back the many pvpers that have left the game due to lag, ability lock outs and more that plague Cyrodiil and Imperial City.
Also keep in mind that the development team can barely keep decent content coming to the game for the casual pvers right now. I am very doubtful we could add anything more to them at this point.
All in all some good ideas, but in the end will be chalked up as "wishful thinking" at this point in time.
The only time people play and purchase games that are "not fun" is when the game is a MMORPG.
Otherwise, they would not have played it in the first place or asked for a refund.
