I think optional character transfer to next expansion is the best overall option for the players but that would require additional work on Blizzard's part.
It would but they could make money off of those transfers/copies. Instead of the cash shop.
That is my choice as well ST. For me it would give me enough time to progress at my own pace. It was hard enough for me to hit every raid in each expansion - I want to be able to complete each expansion this time around.
They don't progress, then they are no longer Legacy servers. Why would people want to ride the same train wreak again they just escaped from to go "back in time"?
I don't what wow became sometime duing WotLK. I loved vanilla and TBC. So if I were playing on a vanilla legacy server, why would I want it to advance to WotLK?
Make Vanilla servers. If they want to make additional expansion servers, do that too. Allow people to play on the ones they want. The big question on transfers to a newer expac from a previous one is changes to the character/items/database. It isn't a simple transfer if it has to change those.

I don't know ... did you see those Nostalrius videos? There were a lot of level 60s with epic mounts. I'm guessing many of those folks had been playing for at least 6 months if not the entire year the server was online.

Nosts was going to make a seperate TBC server. The main server was not going to progress. It was forever locked in the state it was in.
This whole how should the server progress is exactly why this will never happen. The whole idea of a Vanilla server is that it does not progress. Because if it does then what is the point to even playing on them if the end result is that they end up at the exact same point as server now.
Not to mention there is zero chance that Blizzard would put the time and effort into releasing each expansion in time on these server. Your talking a whole bag of wurms in finding each expansions code and making changes to each one, ect.

And yes I actively played on Nost for a good 9 months. The whole point and why people played on Nost was because it was a pure Vanilla server. They had plans to release another TBC server and allow transfers to it. But the main server never progressed beyound bug fixes.
I would prefer the set servers that you can transfer between. If they had a buy-to-entry setup, and then a fee to transfer. I would be okay with that, but I won't pay a sub for old content given how much time older content takes to do and the fact the work has already been done and nothing new will be added.
My only personal issue with elder content is the class system. While I miss two-handed Windfury Shaman for PvP (REALLY miss that shit). A lot of the class balance and options just weren't viable back in Vanilla. Shamans were only welcome to raids if they were Resto. And Ele was useless until you were really decked out in gear for it. Leveling a priest was brutally painful and you could only play as Holy for anything except leveling. Warriors could do fury or arms to level. But HAD to be Prot to get anywhere for PvE in end-game content in Vanilla. Paladins couldn't do RET outside leveling and PvP. And PvE they were stuck with this weird prot/holy hybrid spec for raiding. And Druids were Resto for pretty much any content end-game as the other specs only had very niche value to PvP and no use in PvE.
If they were to create legacy servers. I personally would want some time and resources invested in balancing the classes specs. Keep the talent trees and abilities aligned with the content on the server. But implement the scaling magic and physical damage from stats we got in later expansion that leveled the playing field between specs. And adjust abilities and enemy stats accordingly. I want to play my two handed Windfury Shaman in PvP again. But I don't want to be stuck respec'ing to Resto to raid. I think having a buy-to-entry would cover the costs for this and for the bug fixing needed for the servers. I know there's more logistics and issues with this. But if they want to get some of the current generation of MMO players interested while appeasing the older gamers. I think this would be a really good middle-ground to appease both.

It gives you time to play on your own pace and even stay in your favorite expansion indefinitely.
