I'd recommend Uncharted Waters Online. It's got a bit of a steep learning curve, as you'll be in the "tutorial" school for a while, but it's a lot of fun once you get some time in the game. ^w^ If you want, I can help ye' out. Just lemme know.

I have a friend in WoT who plays Pirates of the Burning Sea and he says that the game is currently incredibly difficult for a new player to get involved in due to both the lack of population and the crafting system. I would stay far away from this title now.
For some reason I can't explain, these naval oriented MMO's just haven't seemed to be all that good at retaining players. I mean, POTBS launched during the heyday of the Captain Jack Sparrow craze and it still dried up fairly quickly.
There's always EVE... technically it's a naval MMO.
I used to play Uncharted Waters Online a lot in the past, and their sole server always used to say low, but, as I've recently returned to it, now says it's at normal levels.
Pirates of the Burning sea has had some more people coming back with the new labor changes for crafting, outside of that Naval action and tempest when its done. If you find one other then those let me know WoWs never did it for me and should be called world of torpedoes.

The game was well done in terms of game mechanics but was let down by "server issues" when it launched.
