Creating a character on Balmung

Before you sigh loudly and tell me it's hopeless, I did somehow manage to complete this feat the last time I played about a year ago, so I believe it when I say I can do it again. However, I need to know what the best day(s) of the week/time of day is to actually do the deed. Any help is much appreciated.

    I'm going to be trying to create a character there immediately after maintenance on the 19th, That's probably your best option.
