By small group I mean 5 man or under. I went back to playing GW2 for the moment, but they don't offer and new dungeon content in the HoT content besides fractals. Any advice is appreciated...
TSW has great 5-man dungeons, both in mechanics as well story and writing. With the trial you have enough time to try at least the first two (Polaris and Hell Raised).
Even less of a crowd, I'd say LotRO's small fellowship instances (3-man). Inn of the Forsaken is awesome for example. There's even duo Big Battles (2-man, obviously ) but I don't like the Big Battles, so can't recommend them in good faith... I admit, there are unique mechanics in there, and are quite popular, lots of people farming them all the time (meaning lots of LFG messages with 1/2 seeking a second player for a run).
SWTOR's Flashpoints were great. I would highly recommend it if they hadn't gone the WoW route and removed character customization.
The cool part was there were all these level appropriate flashpoints as you level but unlike most MMOs you can go back and do harder versions of all the flashpoints at max level for items that let you purchase raid gear. At least that's how it was before the first expansion.
If you want a great experience with good population today.
Final Fantasy XIV:ARR hands down. It is a fantastic game with lots of 4-man group Dungeons and some fun 8-man trials (very quick, less than half hour average in time).
The Heavensward expansion is also an amazing expansion, that was added last year.
When it comes to Pay 2 Play games ( 10 euro/month sub fee ), this is game is best bang for buck, due to very active Development and lot of content updates through the year.

Don't quote me it was that other guy who said it. I myself would never recommend the most abandoned part of GW2 that is its dungeons as one of the best around. No no no. The salt grows in my veins.

Was speaking 'you guys' in broad terms, several people mentioned GW2, nothing on you personally.
Does 6 man not make the cut? Cause if you can manage to add one more person to your party, then some of the most challenging and fun dungeons I've ever done are the Age of Conan six person dungeons.
There are over 40 of them, most of which are for max level, but many that are also throughout the world as you're leveling up.
DDO if you never played it. Its older, but every quest is 1-6 man, each one acting like its own dungeon in sorts (instanced) with various difficulty levels. So basically 100s of them, if thats what floats your boat.

Yep, FC has a taste for fun dungeons. I went with TSW because of the 5-man limit, but Karutonia is still my favourite FC dungeon (they implemented a couple of mechanics from AoC, though not always for dungeons. For example Issue #6 has a fiery hallway and a giant-boulder-on-stairs, just like BC in AoC except it's a full runaway instead of a simple dash, and the fire has a nice puzzle-ish extra flavour)
