    2d or top view? maybe albion online bit you look for if you want somekind near ultima online

    I think 'RPG MO' might work. It had a maximum of about 250-300 players online at once when I played (a few months ago) and is free to play. However, it is somewhat pay to win, grindy, lacks animation and has very little depth (at least as far as I could tell after about 15 hours of playtime in total).
