PuppetMaster- These wandering performers entertain crowds and confound their enemies with a customizable puppet known as an "automaton." Puppetmasters can also fall back on hand-to-hand fighting skills that utilize the flexible movements of their art.

Its not hard to work out, Blue Mages will come with some sort of Drain ability skill and therefore certain monsters will give you special magic abilities (Quina of FFIX), Corsair will be like a ranger/thief cross with evasion and agility up the ying yang and more attacks than you can wave a stick at and Puppetmaster will be like beastmaster/dragoon/summoner type configuration but with more magical abilities and different powers and upgrades, probably including differnent outfits for the "puppet" that changes its stats etc (including stronger/Mag def etc)

I think you gotta be at least lvl 30 and complete a quest, just like all the advanced jobs.
Oh and Corsair is not a rng/thf kinda job, its a support job...more like a brd/rng or something.
