BDO's Calpheon is the best I've ever seen in any game.

I don't believe we have a great one. We have bits and pieces of good things. I will submit city of heroes from this context: Citizens walking around and vehicles driving on streets.
Citizens: They walked around, talked about pc Hero accomplishments, ran away when they bad guys were near. They also ran into buildings during invasions.
Vehicles: Vehicles driving around added to the look and feel of a real city. Not to mention the occasional running over a character moving them out of the way. Plus in City of Villains Mayhem Missions allowed you to smash them up.

it offers rather than pass on what might be a great playing experience
because it lacks a few features you prefer."

I was lucky that I went there quite early after the game launched before it became a major hub for the players. I was there with just a few others and I was blown away by the level of detail and how busy the NPCs were doing their thing. I thought Heidel was well done but Calpheon was just in another higher level.
I got bored with BDO relatively quickly but I have to hand it to them for the quality of their cities, villages and farms.

Yeah that's true as I found out when I went back after I was the right level for it. My first visit was when I was low level just to get my Yuria weapon from Ronatz. I wasn't eligible for the quests in the area so I just wandered around gawking.
