  I'd only save the coins if you plan on getting more to get an expansion or something.
  
  A horse really isn't a necessity. There's no long travel in this game tbh. A lot of wayshrines dotting the landscape. Horse can be usefull in Cyrodil.

  Thanks for the answer! So if I want to buy any DLC in the future it has to be with store coins? Can't I get those like regular, say, Steam DLCs?

  I didn't purchase through Steam so I can't answer that, does Steam list the DLCs as purchasable?

  No, you can't.  If you want to get the dlc now, then get the gold edition.  But if you want to get the dlc later, you must buy the coins and then use the in-game cash shop to get the dlc content.

  No you don't need a starter pack.
  
  Obviously a horse is useful however there is a large network of portals that provide "instant transport" between any portals you have discovered. 
  
  And close to both your starting area - and essentially every portal - there are many quests within walking distance. So whilst a horse is useful you can easily manage. Obviously you will want a horse though but through quests and selling loot it won't take that long.  
  
  STEAM: If you buy / have bought the game through Steam then you will have to buy the coin to get the DLCs through Steam. Basically Steam just acts as a front end to the Zenimax store. I'm not sure whether the deals you get via Steam simply match those that Zenimax run or not.  
  
  Like many companies Zenimax use "coins" rather than real money - obviously to encourage you to buy other stuff. Zenimax do run promotions on coin purchases. (But see note on Steam above.)
  
  DLC:
  If you have bought the current Gold Edition then this has the first 4 DLCs - everything except the most recent (small) DLC that launched in the summer.
  If you bought last summers "One Tamriel" edition then this came with all the updates/patches released up to that point. 
  If you managed to buy the original version it will update to last summers.
  The base game is huge you don't need to purchase DLC for ages. If you do though you can play any of it it straight away - this is One Tamriel, play how you want. 
  
  If you want to buy DLC however:
  There are 5 individual DLCs each of which have a base price (between 1,500 and 3,000). There are sales - the most expensive recently had 75% off. The first 4 can also be bought in a combo pack which offers c. 50% off the individual prices (before any discounts). 
  
  Promotions on coins and promotions on DLCs may or may not run at the same time. If you buy the coins when on offer and hold them until the DLC you want is on offer you can get a double saving.
  
  For completeness - there is also an optional subscription option that allows you to rent all the DLC. It also provides coins each month which could be used to buy the DLC - you won't get any coin discount but its an option. Unsub at any time - its optional. Main benefit currently is an unlimited capacity bag. (The capacity you have at first can be expanded via in-game gold to 200 slots - obviously you have to get the gold first).
  
  In conclusion. You don't need to rush to get a horse; you don't need to rush to get any DLC - there is months of content in even the basic game.

  The horse alone makes the pack worthwhile.  You get a speed boost when you hold down the 'shift' key while riding.  The duration is supposed to be limited by your mount's stamina, but it is not.  You can hold the 'shift' key down and more than double your travel speed for as long as you want.
  
  Also, you can spend in game cash to make your horse faster, and to carry more, up to 60 more slots in your inventory.  If you are planning to craft, get the inventory slots first.  If not, then get speed first.  Get the stamina last.  It helps you stay on your horse when you are attacked, so it has some use.
  
  The guy who says the horse is not needed is giving his personal opinion.  Most players find the mount extremely valuable. 
  
  Also, when you get riding training, it is for ALL of your character's mounts.  You don't have to level up each mount separately.  Atfer all, it is your character that is getting trained, not the mount.

  @GladDog I didn't say not needed - I said "a horse is useful" and "Obviously you will want a horse"
  
  You can get a horse however with in-game gold; you cannot get DLC that way. 
  
  And in the interests of disclosure I got the edition that came with the play any race perk not the one that came with a horse, made the gold, bought a horse and now its fully upgraded. And it didn't take that long to get the 10k.
  
  However you get your horse all your characters will get the mount. And a 10k horse also "sprints" if you hold the shift key down. Cue song: a horse is a horse ......
  
  I will also add that initially a good way of getting gold is to do one or more of the level 1 daily craft quests. (There are guides on how to get the starter quests out there.) Each quest provide nearly c. 200 gold initially - more at higher levels.
  
  And for anyone who really wants a horse quickly they can do all 6 daily quests - which would yield 1,200 gold or more. (Quite a lot more at higher level). On 8 characters that would be about 10k just for daily quests. Now I wouldn't suggest anyone do this - more fun to just harvest resources when questing and treat them as bonus quests - but as an example of how you could get a horse "quickly" ... basically one day.
