  It's what you want. If you want pvp join a pvp server or create a server and open it to pvp players.
  
  If you only want to pve just buy a copy and play it, maybe invite friends. Or join a server that is pve oriented.

  It looks like Exiles will have more PVE content than ARK, so playing it as a SPG may appeal to the builder types.
  
  Other than that there will probably be official servers for both PVE and PVP rule sets, just like ARK.

  This is a "Survival/Sandbox" game. And they do have a significant PvE content structure with the Thrall system, and Corruption System. The game also has a "singelplayer" mode to it, where you host locally on your own machine. Jens Erik stated that the Multiplayer version and Singleplayer version are all but the same. But in Singleplayer you are allowed to tweak the options for the game when it comes to experience gain, damage, nudity, avatar spawning, etc...
