Best and most beautiful IMO do not necessarily describe the same thing. For me Everquest had the best world but it was not the most beautiful. May be you should be more specific about what you mean by best is it terms of looks or systems.
1. Vana'diel of FFXI - feels like a living, breathing place that doesn't care if you're there or not. The world exists despite you. Not for you. There's a believable sense of history, marked by ruins and world features that tell a story, even without a single word ever being explained. There's a true sense of scale - you feel small among its structures and landscapes. 2. Aden from Lineage 2 - Same reasons as Vana'diel. 3. Middle Earth from LoTRO - Beautifully interpreted/designed and detailed. So many "postcard worthy" locations. Great attention to detail, especially regarding specific spots from the books.
BDO has an amazingly inspired world (with equally amazing pop-ins to ruin your immersion at every step), but I wouldn't call it fantasy per se, or anime fantasy especially.

I don't think he was looking for anime in particular but that type of world that existed in it. Thats how I understood it, BDO fits the world of Magi to a T.
The pop-in argument is old, it isn't as bad a problem as people make it out to be. Every MMO has this issue in large congested areas, WoW is a prime offender.
Well, it's old because they've done nothing about it. It happens literally everywhere in the world in BDO, not just "highly congested areas" (which in BDO means an area full of afk players).
You can ignore it just as you can ignore any annoying thing, but just because you don't mind it doesn't mean it's not a problem.
BDO to me is high-realism with magic. Every playable race is human. Physics applies. Not very Anime-like to me.
I would definitely recommend FFXIV over BDO, in fact.

The original Sinbad movies were not really based on any kind of anime,although the creatures naturally were rendered.
Sinbad as well as Jason and the Argonauts are two of my most favorite all time moves series,so ahead for their time.
Personally i can't call any one game most beautiful because every game is hit n miss,some really nice areas then some really awful looking areas.I will say this,one area that has always peeved me are games that don't have working doors on their buildings or often times insides.I am pretty sure BDO failed in this area often,just creating structures and pasting a texture on the walls.
If you want to know another person ahead of his time .Robert Wey created a legendary map for Unreal way way back like 18 years ago.It was called Dm-Falkenstein a masterpiece that even today would make many pro artists work look bad and it was done in the original Unreal engine.

Age of Conan had some unbelievable graphics for its time, and they still hold up today. No doubt to me that BDO and ESO are the prettiest games out there right now, although screenies for Bless Online and Pantheon look like they will take the crown at their game's releases.
But watch out for what UE4 can do. I have seen enough UE4 demos to think that some upcoming games using that engine will change everything graphic-wise, to the point that in a couple of years we are wondering what the hubbub was about BDO.

Oh for gods sakes, don't act like AoC is ancient, it's 2008. That's not that long ago. As for "for it's time", they aren't that different from whats being done now.

If I had to pick a 4th, i'd say Tamriel from ESO.
Black Desert would be #1 for me though.
