You can add HoT for $20 when you purchase PoF on the official website (for a total of $50 which was HoT cost when it released, PoF without HoT is $30). You might find HoT on "sales" elsewhere lower than $20 though.
It should be noted that if you purchase from the official website you get all the extra stuff (pre-order bonuses, edition items) right away after adding the code to your account.

If you want a glider you still need to do a little HoT, yes. The other elite skills from it seems pointless here though, but you might want to do the one in the original game that gets you the auto loot function as well if you never got HoT,you will be able to do them without HoT.
I do think you should do fine with the basic glider in either case. As for the new mounts it will require a bit of grind if you want them all, particularly with maxed out skills.
I bought HoT and aside from getting a Rev to level 20, before putting the game down, I've seen NONE of HoT's content.....nothing. I'm in no rush here either.

Each of these offered much more than Heart of Thorns, but it's easy to see how a studio might mistakenly view their first expansion in an actual MMO as having similar value.
Regardless, I more than got my money's worth out of the Ultimate edition of Heart of Thorns. There is content and fun to be had, even if it needed more time to cook.

Really? For once we got it cheaper in Sweden then, I payed $35 for it (EotN) and we usually get $5-10 more expensive.
Anyways, yeah, I have the Ultimate too and I don't regret buying it but are certainly things in it that could have been made better, particularly the final open world zone with the broken mega server function, besides weekends there were never more then 5 people when entering it and you need far more then that to succeed no matter how competent you are.
Still, I think normal MMO expansions shouldn't cost over $35 for the base pack. It maximize the number of players actually buying it. A new campaign like Factions or Nightfall can be full price but they were massive in a way I never seen before or since and worked as stand alone games.
That glider is essential if you plan on getting all the silverwastes and drytop collectable coins without putting your fist through the screen.
You can probably use the mounts for that as well, in fact a few of the coins might be easier to get with a high jumping mount then a glider.
Anyways, those aren't exactly essential to get, I think I still lack a few coins myself in one or the other.
But the glider is handy and if nothing else makes it easy to avoid falling to your death in many places. If it is worth paying 20 extra bucks for it if you are uninterested in HoT is another matter (it probably is though).

That value proposition is a tough one to make here when you consider business model. When you have subscription MMOs (which honestly shouldn't have paid expansions at all) charging $30+ dollars for expansions, why should a B2P game (which relies on expansions as its only real source of revenue jumps) charge the same amount?

It was confirmed on the official forum that both raids and fractals will continue as live updates after the launch of PoF.
