I somehow remember playing 2d top to bottom mmo with web browser and cursing when it originally switched from stylized 2d to rudimental simple 3d...cant remember what game that was.
it was and it was better than what runescape is now by far imo. It is still alive check out www.rscrevolution.com :] you can play on android these days
I don't think Runescape was ever 2D, but the original version had a mix of 2D and 3D elements and it later made a major switch towards 3D so Runescape might be the game you're looking for.

This. It was limited 3d but it has always been 3d. Though i am indeed not sure if anyone ever had their camera not from the top as it simply gave you alot more LoS :P
