I heard that you are not going to need the original Guild Wars to play factions. Is this true? And if it is, is there going to be any downfalls to not having the first one.
Wait for factions. Most GWs players are going to focus on it when it comes out. If you get phophets now the PvE areas are going to start to empty out as everyone turns to focus on factions. If you find that you like Factions and the Guild Wars system, then go buy prophets.
Without prophets you miss out on some skills. A number of the old skills will be available to faction only players, just not all of them. You will also miss out on some Prophets PvE areas and any items that can be gotten from such areas. Though I'd guess factions will have pretty much an equal item line up.
Well as others have posted here before you can play factions without getting the first guild wars and if you do that you cant travel between continents and you can't use soem skills. But hey if you missed out on the first guild wars still get factions so you can get the alliance battles A lot of new content so it would be a wise choice to go get factions.

You do not need the original GW to play Factions. Factions comes with the 6 core professions that was in GW plus the 2 new professions.
The downfall of not having both is that you can't travel to the old GW areas, and you won't have the old spells from GW.
