I think this is a review based on a set of expectations for an action RPG or an MMO that the game never promised. This game is more like Pirate Day-Z with quest or Ark Survival evolved with quests.
It gives you a toolkit to do things like, hunt other players, (Pirate things) but doesn't hold your hand. So it basically is not a themepark mmo or an action RPG. Sandbox.
OLD people like me have been asking for a return to the OLD sandbox style games that existed before WOW. Now they are coming out and getting trashed in reviews because the reviewer doesn't understand the concept.
Frankly I think Bill Murphy needs to give this to another reviewer to look at to see if it balances out. The game is NOT a 4. Vanguard Saga of Heroes got a 6.8 when it came out and it was nearly unplayable.
RF online arguable one of the WORST mmo's of all time got a 7.6 with the reviewer stating "While RF Online looks great, the content just feels like it was phoned in. I can appreciate the fact that the game was designed for PvP, but there's no reason not to put interesting content to keep the player's attention till they reach such a point that it's all they are doing."
So PLEASE have someone at least balance out your review scale Bill!
I have to agree, I don't really care about the score as reviews are just opinions. But this is a bad and lazy review.
The factions are named wrong, Oath of Souls? It's Order of Souls. Golden Hoarders, it's Gold Hoarders.
Complaining about loosing loot when sailing solo, to an outpost with a galleon there, why? The max number of ships per server is 5, the number of outposts is 6. There is always at least one free outpost where you can go.
If you are on a sloop, chased by a galleon and sailing with the wind, the galleon can catch you. Sail against the wind and you can escape.
There are plenty of players sailing on sloops, either playing solo or duo and taking out full crew galleons.
I think he tried to raid a Skeleton Fort (calling it an outpost) and failed, a successful raid nets you around 12k in gold.
This game isn't perfect, also it's not for everyone. If you lack tactical thinking, cant learn, adapt and improvise, then this game probably isn't for you.
For a game that just needs addition content, that seems bit of a harsh score. When you have games out their that have manipulated their customers, have lied trough their teeth released broken half baked games after promising the world receiving much higher scores, for me it's no wonder gaming is where it's at today. Our standards seem all over the place imho.

Well i agree missed "potential" but that could be said about ANY game anytime anywhere,so really a mute point.
The team simply did NOT put hardly any effort into the GAME and content.The ship idea is fine but still not implemented as good as should be.Combat is again just barely good,imo the game design is real bad and what little implementation there is is very average. So then i have to think WHY?
Well i have two theories ,either the publisher or the developer wanted to push this game out figuring that any more time and money spent on the game design would not entice any more sales.
Then i have to think of step 2.Do either have ANY clue or do they have any care about longevity of the game?I mean sure you can market it and hype it and get a lot of early sales but then if the game is bad and it is REALLY BAD you give both publisher and developer a bad name.
So my final conclusion is that their sole intention was influenced by publisher who figured just spend little money and get this out fast for quick sales and not worry about anything afterwards. So doing easy math,spend maybe 1 million tops on the game but expect easy 2/3/4/5+ million in sales,easy profit no effort needed.

There were multiple gamers posting here about how the beta was only a small slice of the full game.
Don't think I saw the devs state it publicly, but that's what happens when gamers get overzealous in defending a product's flaws. They exaggerate or equivocate, and misinformation is spread, leading to altered perspectives of other gamers going into the game.
It's much more pronounced in crowdfunding projects, because they're built around community hype.

So is it "packed to the seams"? Everything I hear about it doesn't lead me to believe this statement.
The "pirate life" I have always dreamed about has British/Spanish/French ships and soldiers/sailers in it to fight and plunder in not just different skinned skeleton mobs.

This is not a sandbox so can't say it is getting trashed as a sandbox because it is not.
This game is not even a quest game it is NOTHING but a simple pirate ship and you shoot at other pirate ships. How long can you do those 3 fetch me errands,1/2/3 maybe 4 days then super boredom sets in.
Need more cannonballs...run downstairs,,need to reload,,run downstairs.But hey the game has nice looking water !!

I could care less for a game of this type, but the reviewer did say something that piqued my interest - referring to the combat as "hack and slash" - wouldn't a pirate-themed ARPG ala D3 or Titanquest be cool? Of course you would have to have naval travel and combat when moving between islands, but it would be overhead/isometric instead.
Try Sea Dogs To Each His Own. Has everything you mentioned including a deep story line.

Sea of Thieves is, in its current state, lacking content... BUT if the developers create the right content, this game could be one of the best ever.
Here is what I would love to see happen...
Have three server types. One for PVE, one for PVP , and one with a mixture of both, with the PVE server being more of a storyline with NPC pirate ships with npc pirates (obviously the storyline and quests still need to be created, from scratch would be my guess), the pvp server being only players with no NPC ships, and the mixed server having the storyline, quests, and NPC ships and pirates in which players can decide whether to help each other defeat the npc ships, or fight other players as well as the NPC ships.
There is so much potential here for SoT to be one of the greatest games of all times. I just hope Rare makes the correct decisions or else it will be like so many other games that had so much potential but where driven into the ground.
Sea OF Thieves had potential but at Launch the lack of matchmaking, having to add friends to invite people (No Instanced Public Hub) for players to meet others, lack of in-game pirate casinos and such for example...
And the other big one Cartoonish characters, along with no ship modifications yeah great potential all being wasted by Crashes and bad matchmaking system.
Will have to wait and see what comes of the game but over-all after the first few days of the servers having issues and the whole matchmaking system I really just gave up on it.
