The power supply is almost certainly garbage--and of the "liable to fry your system" variety. It's not even 80 PLUS certified, which all good power supplies to release in the last decade are, and a lot of the rather bad ones, too. It probably doesn't even have the necessary connectors to plug in your video card.
Why do you need a Blu-Ray drive? If he's going to watch a bunch of Blu-Ray movies on it, fine. But otherwise, when's the last time you used an optical drive for your computer at all? Most people would be able to free up a lot of space in the budget by dropping it.
SSDs have gotten cheap enough that, if you don't need a ton of space, they make a lot more sense than a hard drive. You could probably get a 250 GB SSD for about the same price as the hard drive, and it will make a huge difference to performance. But if you actually need 1 TB of space, then that's not an option.

It's mostly built using as cheap parts as possible and I added a blu-ray drive because it seemed that your intention was to get as cheap as possible and have blu-ray drive.
