I just bought this game today and as soon as I created my dragon I was given a tutorial of how things work I would like to know how I can complete those tutorial quests I cant seem to craft anything since im missing the tools do I have to buy them or are we able to craft tools as well?

Dragons don't use tools...that would look, well, rather foolish.
Instead, dragons activate the ability to do whatever they need to gather resources. So, for example, you activate Dragon Mining I in order to mine some ore, etc... These can be found in the Abilities menu, from the Character screen...hit the C button.
