The EVE Online site has been updated with a new dev blog that lays out some big changes coming to the Skill System, particularly with regard to the skill training system to make it simpler and more convenient. Players will still obtain skillpoints through gameplay that are "fed into a specific skill to improve the specialization", but the way core training skills will be obtained will be through "Skills on Demand".

There are three ways you can take a game after it has launched, easy mode, dumbed down or "streamlined".
The change is fairly insignificant and I would even argue it won't make skill system any simpler since you will have two sets of skill books that are each obtained in different way.

PLEX sales must be bottoming out so they needed a new monetization system to get people to buy more apparently.
But you can tell the times have changed since I havent seen a single 'pay to win' comment here. Either that or no one but the few hundred people (with multiple accounts each) left playing it care about this dinosaur anymore.
Which is also probably true since by doing this theyre trying to get some 'new blood' into the game.

They are not selling skill points, only the skill books themselves which still have to be trained over time.
Previously CCP seeded core skill books for a set price at specific NPC stations in all regions of space as far as I recall.
Now instead of having to fly to one of these seeded stations players will be able to purchase them directly for ISK (same as in a station) but there will be a premium tacked on.
So a 10M ISK skill book purchased in station may cost 11M if bought through the new interface. (They haven't confirmed the premium rate yet)
The only people this actually impacts are players who have actually made a living at buying skill books at the seed stations who transport them to other regions and sell for a higher price.
That same 10M ISK skill book could be resold for a hefty premium in the right location and some players have quite a bit invested in this trade.
I recall finding one region of space where I thought I saw an opportunity and tried undercutting the going price on several books. One player reacted quickly, dropping his price to the cellar, effectively making it not worth my trouble.
I did a quick search and looking at how many skill books he had seeded around the area I estimated he had near $50B in ISK invested.
So this move could seriously impact that person as his premiums were pretty hefty and at the very least this move by CCP will impact his high margins.
