Is this a PvP game?

I played the pre-release beta event before the game was out and enjoyed it kinda. But i couldnt get far enough into it to really sink my teeth into it. My question is, is this a PvP game? Cus it seems like it sets itself up for that.

It does support PvP, I still have to find out how it works though and what the rules are.
Still a noob at this game though.
1. Fight in the arena and get ranks and win exp in tournaments
2. Simply fins someone outside the arena and kill them
Basically set up like DAoC. 3 factions each with their own PvE zone. In the middle of the map is a common PvP battle ground called the Wastelands. There are arena competetions too for a more controlled PvP experience.
Still leveling up so I can't tell you how fun the open PvP zone is yet. The concept appeals to me tho.
