"The player fortunate enough to win this ship pack will be presented with a choice of claiming a package containing this exciting new starship, or any one of the following ships"
"Research and Development Pack – 300 Zen"
In other words you have a slight chance to win this in a loot box.

The odds have been worked out for quite a while now, actually. For regular lockbox ships, it's about 2%, and for these it's around 1% - it still sucks, but it's not as bad as that math.

Cryptic has never divulged the official odds so you're just conjecturing your opinion, so it could be better or even worse but there's not much lower to go.
Then you'll say but 'players' have done multiple testing to make the calculations. Which is all good, but that testing in any large enough sample group is on Tribble (test server) which isn't Holodeck (main server).
We don't even know if the odds are the same between the 2 servers. It would make sense from a marketing stand-point to even have your test market at a higher rate to encourage purchases on the real server market. I think the majority of players in STO agree the odds are just a plain BAD gamble, but none of the odds will change as long as players gamble for it.
The ship looks good, but I'm not even seeing anything really outstanding about the ship to warrant to the level of a promo-ship.
