TBF this is pretty much true, by the time it would actually release Diablo 4 / PoE 2 will be nearly out and then no one will care in the west anymore for a p2w game when they got those other two options.

I was going to try to play on the Russian servers but people were saying something about having to pay for an account?
you had on korean since korean need a valid Korean ID and a cell phone number in korea, so no only paying you also had to deal with someone who would be honest and not take teh account from you.
russian, only payment was premium from what I understand, with bring a lot of advantages like teleportation around the world and no only some points
but also take note most people who play there are just doing so to learn everything they can so when it hit on NA/EU servers, they will just rush and dominate the server, knowing everything they need to do

That's silly.
Had they not told it was in production and "just" let you know then nothing would be different.
It feels like people throw a tantrum because "it's not out nowwww" and therefore they want nothing to do with it.
If you think the game is interesting try it. You have nothing to lose! I mean, it's not milk, it doesn't spoil.
There is also some relevance to keeping a meaningful launch window. Take Astellia for example it would have been more successful 5 to 6 years ago, not so much today.
I did have a chance to play Lost Ark in Korea and its a really good game, but with D4, POE2, hell ill even throw Wolcen in the mix, my sights have moved elsewhere.
The actually good news is that it's the actually dev doing such hiring, if they publish on the west the game will avoid my.com that even merged with mail.ru the games are heavily monetized.
Lost Ark has a lot of content as for the game that it is, and fun at that, there is nothing trully competing with it on the west as it's beyond the linearity of play of a game like PoE, so it will do very well!

Just cause you might not like it doesn't mean it's not the NR1 ARPG in the west, and most likely will sell millions of copies on day one again (same as D2 and D3)
I feel that they have to release the game in the west in 2020. Even though the game is a mmo, it still has the diablo camera view and the combat is just like a action rpg. Diablo 4 may not be coming in the near future but the game is coming. Not to mentioned that D4 does have mmo elements to it. Also keep in mind that Project TL will be eventually be fully revealed. And there there is a NC soft west, so that game can come quickly to the west without any problems. The point is that they can not take forever to release this game in the west and have it reach its full potential. Look what happen with blade and soul. Would have done better in the west if it did not take for ever to get here.
