    It's a matter of taste, and affected by how much you pvp, but a safe answer would be "after you have paid for your mount."

    Unless it's a twink char, you don't need to invest in enchants until later (like above, after your mount).  The reason is that if you invest time and money enchanting a piece of equipment at the lower levs, you're just going to replace it within a couple levs again.  Wait till you get as high as possible, when you start changing gear at a much slower rate.
