IMO the Cleric should not be focused at all on damaging and should be targeting heals,buffs to regen and mana regen etc etc etc as well removing harmful status effects and harmful buffs the foes have.
If yo uwant to give th ecleric some powerful added buff then do something creative,i could think of MANY designs to add in added buffs that are earned.

I dmg you my team heals...I dmg you my team regens,step into my circle I dmg you again and we heal.
This sounds to me like someone on the lead systems team has a Wife who wants to be a healer but also wants to be a dps at the same time,give me the best of everything sort of ordeal.
This doesn't sound like a DEEP system but just loads of automated added buffs just for pressing an icon.
Never forget 3 mile Island and never trust a government official or company spokesman.
You are not supposed to be an equal your supposed to be playing a ROLE.So in a PVE setting if that cleric was doing heals and dps it would be dead every encounter because it SHOULD draw all the hate.
So this tells me the hate system must be WEAk sauce and the encounters must be weak sauce,this is all just a pvp design.

How about assuming that a healer needs to damage because of the need to be able to solo just some basic PvE. I am yet to expect a game to throw away that. And those skills is of cause introduced at early levels.
This is btw skills from level 1 to 10, without any of the augments lines for each skill that first comes available with secondary class choice at later stages.
And how about assuming that balance is NOT about everybody is equal. It would be reasonable because we just had the following statement from developers about balance
" Regarding PvP balance, we’ll be balancing based on a macro scale, group based content. There will be classes that blow others out of the water due to the matchup, but we’re okay with that as the focus is to balance around group content".
That to me looks like that developers is actual keen on that everybody should play a role and not just be equal, and that balance is more of a rock, scissor, paper type than everybody do nearly the same damage numbers.
