I say this because, I've played them at least 3 times and never get sick of any of them (however have to rotate).
Infact nothing EVER CAME CLOSE now that I think about it. Reflecting back with many hours searching Steam with very few really grabbing my attention for very long. Games like Civilization 6 could hold me for maybe 5o hours, but like most never considered it a classic to go back too, and all others about the same.
What's most appealing about these games are Seamless open world with a life own, where the player can really get lost in another reality. I consider them sandbox games because of the side missions can take you off in a completely new direction and do what you want.

Morrowind reminds me of Skyrim, but I don't think it was one of my all time best. It was good but the world was always dull and drab..... overall not great.
In the last 20 years most of my time has been spent on MMORPGS, but here's a few I found time to enjoy.
Fallout 4 - 1400 hours
Fallout New Vegas - 175 hours
Fallout Tactics - at least 4 play throughs
In the classic game era there is
Half-Life 1, three play throughs Might and Magic Series, but especially 7 and 8 Heroes of Might and Magic, all of them, including expansions, multiple play through for all

Just putting up a few you have not mentioned, would not all make a top five but maybe a top twenty. Only looked at titles up to "d" so the list is very off balance.

I define sandbox as do what you want when you want and lots of it. Even if it's lots of side quest.
For your definition it means a dead world, where you have to pick up a lot of lame ass rocks and stones and build a simple world out of the crap you pick up. I don't like your made up definition.
Combat with the ability to choose where to attack (head, body, leg), how to attack (slash, pierce, bludgeon). Each body part had HP and could be damaged causing impairment. This was truly ahead of it's time.
Egotism is the anesthetic that dullens the pain of stupidity, this is why when I try to beat my head against the stupidity of other people, I only hurt myself.
Just Cause 2 has a nice open world to explore. The missions are maybe not the most open, but the world itself is fun to explore. I think what delete is trying to get at is open world games that give you freedom in how you play or build your character us more sandboxxy than ones that don't. I know, I know, sandboxes are about building things, like buildings, but a looser definition should also include your character and like how you play.
For me they are games that I've either played for years or, while they aren't the type of game one plays for years, I keep going back to them.

ELEX Gothic 3 Love the way Piranha Bytes games starts off extremely hard and mellows out later in their games. Most people would never give these gems a chance.
Because back before MMORPGs, I used to play this in my friends basement and we would all crowd around the computer and take turns. I still vividly remember the final fight and how the "grass" started attacking us and we were all like "HOLY CRAP!!!!"

I think you will like Vagrant Story for the PS1 if you haven't played it already. It has that kind of system. Great story too.
One of my favorite single player games I played these past few years is Hollow Knight. Very immersive and somewhat challenging. I loved exploring in it. Great music and atmosphere.
For me they are games that I've either played for years or, while they aren't the type of game one plays for years, I keep going back to them.
