It's either vehitok(er whatever taht new minmatar race is) Intaki or gallante

There are actually 4 races you can choose from (Minmatar, Caldari, Gallente, Amarr). Caldari is the most popular and Amarr is probably the least. But it really doesn't matter. What is more important is where you place the points for attributes. Attributes determine the amount of time it will take to train a skill. From what I understand the most used attributes are Intelligence and Perception and the least important is Charisma. But again it all depends on what you want to do. If you want to be a trader, than Charisma is the most important skill. If you are into pvp, I would suggest the points be weighed to Perception and Willpower.
To re-emphasize: Attributes determine the time to train a skill. Yet any skill can be trained.
