    Did they fix the stuttering issues especially on higher resolutions than 1080p?

    not sure what you mean, depends on your setup i would guess..

    for a long time gw2 only supported an old dx version that did not support multithreading nor did it allow for heavy use of the gpu.

    so i had stuttering for years, until they, maybe 6 months ago, introduced support for a newer dx version, and since that day, i have 60 fps (i capped it) and no stuttering in all zones except for some major cities, like cantha :)
    hope this helps, i cant remember the names of the dx versions, but its really amazing they used and old version for so many years.

    if one was a tinfoil hat, id say they did this dx improvement in preparation for a new audience on steam, with better pcs, cause just look on their forums, ppl are still using dx 7 and super old shit :)

    Ah last 6 months then.. cuz when they released dx11 support it was still wonky af. (Rtx 3080/10700k at 5.2ghz/core)
