There I've said it. It needed to be said. I'm sick of killing monsters that respawn. I want to play a MMORPG that is entirely based around other players. We play MMOs because we like social interaction in our games. Why not take the next logical step? Remove PvE.
Honestly the next MMORPG with decent graphics and some good features to list "There is no PvE in this game" will recieve my subscription. No question. Please, join the crusade to stop the mindless grind of PvE.

I think the thing about PvE is they add it as an easy way to add money and items into the game. Also they add an immediate form of content to the game. Also economies in such an MMO would be interesting in how they bring money in and take it out.
One thing I like about EVE though is you could play without doing any PvE except for the tutorial parts.
What you're looking for is best reproduced in MMO games that aren't RPGs. FPS, RTS, etc, that's where you get more PvP interaction.
Or you could go for one of the group-enforcing games, like FFXI. Sure, there's PvE, but you can't do it alone.
They did/do have these. I believe they were called Fighting games, one of the most popular was Street Fighter 2 and Mortal combat. These did away with everything PVE oriented. All you need is a friend and voila! Instant PvP!
Other such games are Counter Strike, Battlefield 2 even has a leveling system somewhat, pretty much any RTS game (Although some such as WC3 sneak in a little bit of PvE).

can play pure PvP but requires/rewards teamwork.
I was commanding 150 people last night, and it wasnt even a specially organised event.
"Face of Mankind". The only NPCs in that game are wandering "citizens" that do nothing, the games is based completly around the players. There is no leveling or "grinding". It is a COMPLETE twitch game,its just like a normal FPS in an MMO.

I don't think the "next logical step" of social interaction is eliminating PvE. The co-op aspect of an MMO should be exploited. Consoles often provide co-op modes of gameplay which are a lot of fun but haven't worked on a PC because hooking two or more mice and keyboards up is impractical. The MMO could provide an answer to that.
Some of us even like social interaction on levels other than, "Pwned j00 n got ur l00t! U so l4me!"

a caveat to this is that say you remove pve from games like eq, wow, et cetera; then all you have is two guys standing there and skilling off each other until they've reached the uber stats vs the people actually just grabbing their gear and running to whack other folks.

conan and warhammer look pretty cool for pvp, although all the characters in warhammer look pretty retarded, kinda like a torso with shoes.
Eve has PvE.
PvP players respawn too, but I'm sure there must be games out there that support this.
Planetside is pure PvP and rather good.
I find these kinds of game not to be very social. The fights are good, but the camaraderie and conversation suffers.

No PvE at all? Who will play the animals you go hunting in the forest then? I'd sooner say no PvE quests, no monster type resources. All environment, be it living (and capable of damage) or not, should primarily be there as a visual and/or resource. An animal isn't so much a threat as a provider of meat, fur, sinews and bones.
Every now and then I come across something like this here on mmorpg.com. Somebody wanting the different game. Among the existing games I don't think you could do much better than EVE. Nuh.
The next game, however, might be a better shot. If you're adamant about the no PvE, then I can't come up with a good game for you. Current or future. If you could accept the presence of NPCs to fill underpopulated functions (and around the clock functions that can't be performed by people who sleep on real-life time cycles) then there would be hope.
There's Adellion - what I described is basically an aspect of that game. (It is not a complete or fully accurate description even of that single aspect, but it should give you a fair idea) Strong, mature community (lowest known age 13, but that has not reduced maturity at all), full focus on character interaction/roleplay.
There's also an unnamed project of which I know little... I only just remembered, because it intrigued me when I first heard of it. At the Developer's corner here. I wonder if Ragosh is still around. Hmm...
