"The outdated look is by design" quote really should have some context.
Because Dragona: Fireborne is in no way a new game, i don't care what they say, i know this game, and it's been renamed numerous times over the years and flipped and re-flipped like a couple in Texas flipping houses on a TV network.
It's basically a heavily modified MU Online with some Silkroad Online sprinkled in, but this game goes alllll the way back to 2011 and even further back if we go to the original developers, it almost pre-dates R.O.H.A.N in terms of when development began.

And just like that, my installation was cancelled. I'm all for trying quirky F2P games, but not when they're claiming it's new despite having over a decade of previous launches.
The original korean release of the game i believe was just called 'Dragona' and when it came out globally in 2011 it was called 'Dragona: Expedition of Bartan'.
Here's a 2011 video from MMOhut:
Back when i first played this game; there were so many things that stuck out to me as feeling cheap and ripped of; i right away saw things that looked like they came from the more updated version of MU (at the time) the 2008 game Aion, ROHAN, Silkroad, Rapplez and Rising Force Online and even Cabal; it all felt like those games had materialized into Dragona; which at the time... was nice, but it also meant that it wasn't doing anything new.
But i can't blame the game for doing that; because it was clear all of these games back then were ALL struggling to be the next Lineage game, so that's kind of why they all felt similar to one another, albeit cheap.
For those who checked out the blog, or noticed in the first post of this article that 'LivePlex' is mentioned (they are the original developers of Dragona) and it people feel like that name rings a bell; it's because they are the one's who developed the game 'Queens Blade Online' the first big budget Korean mmorpg to have full nudity (ended up being partial nudity, just breasts towards the end of development due to.... you know, South Korean laws)
When it came over to the west it was named 'Scarlet Blade'
