Just to nitpick, but if this is referring to FS:R as an MMO, I don't believe it calls itself an MMO. It has a few flavors of the "Co-op" tag on Steam and the description reads:
"This Co-Op Hero Action-Slasher takes up to 8 players into gigantic PvE battles..."
Otherwise, my understanding is that this and CU both use the same engine and (going off memory) the idea was that development for FS:R also translated positively to the CU development.
Up to each person how much they buy into that line of reasoning of course.

I've wondered for some time why more MMORPG indie studios don't take a more tiered approach and start with a simple single player to generate assets/funds and work up to the very complex MMORPGs, instead of trying to do everything right out of the gate.
FS:R is often called the "traitor game" since it was first unveiled in Feb 2020.
At no point in it's several early access releases has it seen player numbers break 50 concurrent and usually there is only a small handful at any given moment.
It's clear MJ couldn't deliver on CU so had to accept new investor money to deliver on their engine in the hopes it will fund the completion of the originally promised game.

I think in the case of this Indie studio, it is headed by a developer MJ who started his own successful gaming studio previous to this latest indie studio, launched 2 separate MMORPG's successfully in his career, making a lot of money for a lot of folks.
So starting by developing something simpler like a single player RPG would have been a downgrade for him especially with investors lining up based on past success.
To add to the point @Kyleran made since it was *re-released into early access* close to 2 years ago, there are 22 Steam reviews with the TOTAL COMBINED Hours on Record less than 65 hours, with 1 reviewer having almost 29 of those hours by themselves.
You have folks recommending to purchase the game with 0.2 hours, that's 12 minutes played.
