No, the expansions are independent of each other. I'm not sure how you wouldn't have Rise of the Zilart, though, since all NA editions came with it bundled. I'll add that while you can have Aht Urhgan without having Zilart, you're going to have a tough time levelling past 25 without Zilart, since just about everybody goes to the Yuhtunga Jungle to exp at that level, and you can't get there without Zilart.

You need Zilart much more than you need Aht Urhgan. I'll tell you now, if you don't get Zilart, then at level 25 you're going to be a sad panda.
that does make sense. umm 1 more questiom. say ive been playin rise of zilart and im like lvl 30 and i wanna change to aht urgan can i unsubscribe from zilart and still play aht urghan without payin for zilart as well as aht ughan (noobie question. i know)
There's no subscription charge for any of the expansions, only the purchase price. Once you enable an expansion on your account (by using the registration code that comes with the expansion) it is permanently affixed to your account and your FFXI Content IDs; it can't be removed. But you won't get charged for it on your monthly bill. FFXI Content IDs (each of which is essentially the right to run one character) are $12.95/mo for the first one and $1/mo for each subsequent one (up to a max of 16). This charge doesn't increase because you have any or all expansions.
