Pirates of the Burning Sea will have both PvE and PvP.
On the PvE front, they have NPC ships to fight and missions to complete. I don't remember where I saw it, but I believe they said they hope to have 1000 missions at launch. In addition, PotBS will have an economy that requires harvesting of resources and the production of material that other players need.
On the PvP front, PotBS will have zones around ports that are being contested by the national powers (British, French, and Spanish.) These will open PvP zones where Pirates can interdict the trade going into and out of the port. A larger PvP zone opens which includes the national powers attacking each other. Finally, you have a 25 vs. 25 port battle which decides which power ends up in control of the port.
You can choose which way you play the game. You can do all PvE by avoiding the PvP zones around ports. You can haunt the PvP zones with as many as 30% of the ports being in contention at one time. You can do a bit of both.
Actualy they need PVE players to open PVP zones, by doing missions to raise unrest and this will at some point open the area around that port to a PVP zone.
Exactly, I love how they have decided to force interaction between the two types of MMOG gamers. It also gives new players a chance to really contribute to their nation. A new English captain sailing around in a sloop in good concience can not go PVP against a French ship of the line, but they can raise the unrest in a French town and stand aside and watch the bloody Frenchies torn to pieces...whoops kinda got carried away.
