Steven Hawkins is from England and so am I, We dont have SAT's in the UK we have GCSE's and i got good marks on them as follows
8, A's, 2, A+'s and 1 C

IQ tests are very outdated, were invented in 1905, no one takes them seriously anymore except people in arguments like this, Universities and other institutions mostly stopped paying attention to them a long time ago, mensa people are more often than not idiots in my experience also.
One thing they still trust IQ tests for is to measure if a child is mentally retarded or has a learning disability, scoring very low is a better sign of those than a high score meaning your some kind of genius.
Mild mental retardation is a score of 50-70
moderate is 35-50
severe is 20-35
anything lower is referred to as "profound retardation",
scores like that are a sign the person taking the test has no idea whats going on to varying degree's, and it's regarded as a much better way of judging the extreme of having a "slow" brain than a "smart" one.
Not saying Bush is smart by any means, just saying IQ tests are not a good scale to go by, he proves his ignorance everytime he opens his mouth, which is the best way of judging.
And of course he wants his people to be less intelligent, easier to rule and manipulate, and if ya can turn everyone into zombies with pharmaceuticals who do nothing but go to work and watch TV and can't think for themselves that helps too.
