They have decided not to create a crafting system just to have one.  Crafting systems in most MMOs are a combination of rather boring drop collection or resource harvesting and then clicking through the same menus over and over.

However, this doesn't mean that there will not be any non-combat gameplay in G&H.  Two of the ideas floating around the boards are street busking (performing for tips), and betting on matches at arenas.  Both of these would provide noncombat gameplay for people who enjoy that sort of thing, but would not be so derivative of other MMOs - and they would not be nearly as boring as crafting has been in most MMOs where you simply click on objects over and over and over to move forward.

Also, it's not ruled out that should the community want a crafting system, they will look at how to impliment a system that will enhance the game already in place. The reason it was not developed and included at launch is that they didn't want to just slap a system together for the sake of having it, as a great game will stand on it's own and will only be enhanced with a good crafting system, where a horrible game will still fail no matter how great the crafting system is.

Every good MMORPG that I have played has a crafting system in it. I had many people in my guild that all they did was craft and sell items because they enjoyed it. The decision to not implement a crafting system from the start seems like a big mistake to me. I know a lot of people that will not buy the game without a crafting system. This could also be a sign that they are rushing the project to get it out the door without crafting.

You have to have a crafting system.  As much as dislike wow and their pathetic excuse for crafting, they at least have something.  Same for eq2, bad is still better than nothing.  One of the few things that SWG did well, was an in depth and intricate crafting system.  Theirs still had some issues, but it was the best crafting system that I have seen yet.
